Innovation Commission Recommends New Circuit Court
Posted by Brian Eddy on January 20th, 2011The Judicial Branch Innovation Commission has proposed a restructuring of the District and Probate Courts and the Family Division into a new “Circuit Court” that would consolidate operations, streamline the workforce and, when combined with other savings and efficiencies, would result in $37 million in total cumulative savings over 10 years.

Innovation Commission Press Release
Posted by Brian Eddy on June 11th, 2010The New Hampshire Supreme Court announced on March 29, 2010 that it has recruited state business and legislative leaders, as well as experts from the National Center for State Courts, to work with the Judicial Branch to identify changes needed to meet the increasing demand for court services while state resources are in severe decline. Ladies and Gentlemen,
At our first Commission meeting, we established 2 primary objectives for our work: developing recommendations that in sum would deliver 5% productivity gains in the Judicial Branch for the next biennium and 25% 10 years forward. In addition, we discussed making recommendations to the Judicial Branch about savings that could be available in the next fiscal year, though we did not establish a dollar target. Below I make suggestions on major timing benchmarks to accomplish our task. This will be the 2nd agenda item at our June 16th meeting. But I would welcome your comments and questions in the interim.
Clearly the best timing of our recommendations for the next fiscal year and biennium is ASAP. But I believe that if we carve out time now to focus exclusively on the next 3 years, we will have insufficient time to look competently a decade ahead. Therefore I would propose that our recommendations for the next three years be developed as a byproduct of our longer term strategy effort. The twin critical, immediate ingredients in that decade look forward are early selection, I believe, of : critical analyses to be undertaken by the commission, related for example to the drivers of expense or productivity drains on the system, and initial hypothesis on the Strategic Initiatives on which the Working Group subcommittees will focus their efforts. Though this may seem premature, time is short and a thorough job of fully articulating the rationale for, details of, and financial evaluation of each initiative will take considerable time. Clearly this risks premature closure. So we must retain to add to our list of Strategic Initiatives as we learn more. In addition, I would argue that by the close of summer we should begin to develop an outline for the Commission’s report to the Judicial Branch.
Therefore, I would propose the following key milestones.
July 6: Strategic Initiatives List and Data Analyses Proposals v1.0 Finalized by the Working Group
July 13: Commission Meeting to Review and Comment on the Strategic Initiatives List and Data Analyses Proposals
August 17: Working Group Status Review of Strategic Initiatives and Data Analyses
Duplication Check on Initiatives
September 14: Working Group Status Review of Strategic Initiatives, Data Analyses, and Report Outline
September 21: Commission Review and Conceptual Concurrence on Strategic Initiatives, Data Analyses, and Report Outline
I invite your comments and suggestions. It is my intention that we reach consensus among the Working Group on approach and key milestones at our June 16th meeting.
